 Cape Housing Institute

Amount: $7,500.00

Category: Community Housing

Funding to The Cape Housing Institute, which supports housing assistance programs and delivers training to build public support for affordable housing and equip local elected and appointed officials with the knowledge and skills to support the creation of more year-round housing.

 Eastham Affordable Housing Trust (EAHT) Program Support 

Amount: $300,000.00

Category: Community Housing

Funding will allow the Eastham Affordable Housing Trust to continue implementation of several housing assistance programs designed to meet current and future demands for assistance identified in the 2016 Eastham Housing Production Plan. These programs include a Rental Subsidy Program, a Housing Preservation Program, a Lease to Own Program, and a Closing Cost Assistance Program, and other programs deemed appropriate by the Eastham Affordable Housing Trust. The proposed programs are based on successful models utilized in neighboring communities. The overarching goal of these programs is to provide housing assistance to a broad base of the community.

 Eastham Historical Society Schoolhouse Museum Windows Project

Amount $3,600.00

Category:  Historic Preservation

Funding will allow the Eastham Historical Society to pay for the installation of ultraviolet (UV) protection to 15 windows in the 1869 Schoolhouse Museum. The museum contains important artifacts documenting Eastham’s history. The current windows are standard windows that do not provide any UV protection. The project will reduce damage and deterioration to historical artifacts, allow additional “safe” natural light into the museum display areas and reduce electricity costs by reducing the need for interior day time lighting.

Town Clerk Storage Facility/Vault

Amount $45,000.00

Category:  Historic Preservation

Funding will allow the Eastham Town Clerk to retrofit an existing space within the Eastham Town Hall for archival storage of town historical documents. The project consists of purchase and installation of shelving units, fire detectors, water infiltration alarms, security door locks, temperature and humidity monitoring and HVAC equipment.

 Acquisition of Property at 580 Massasoit Road

Amount: $450,000.00

Category:  Historic Preservation

Funding will allow the Town to purchase the property located at 580 Massasoit Road. The property is a mixed-use commercial/residential property, originally constructed circa 1879. The property is listed on the State Register of Historic Places. The building is notable as the only remaining example in town of several 19th century general stores that once existed in Eastham. The building currently is the home of the Eastham Friends of the Council on Aging (FCOA) Thrift Store. The FCOA are a 501 © 3 non-profit that supports the programs and activities of the Town’s Council on Aging. The building also contains a second-floor rental unit. While this CPA funding request is limited specifically to historic preservation for the purposes of preserving the integrity of the structure and the historic commercial use. The purchase of the property will also support community-housing goals by retaining the existing year-round rental unit.

Orleans Affordable Housing Project

Amount:  $100,000.00

Category:  Community Housing

This proposed 62-unit affordable rental housing property is under development by Pennrose Properties, LLC, the same company that recently completed Eastham’s “Village at Nauset Green” affordable housing development. The developer received CPA funding support from Orleans and Wellfleet ($100,000 each) and additional support from Eastham’s Community Preservation Funds further supports the collaborative efforts of neighboring communities to address the lack of affordable housing on the lower and outer cape.   

Field Of Dreams Playground Resurfacing Project

Amount:  $70,000.00

Category:  Active Recreation

The Field of Dreams is the Town’s primary recreation facility. It provides multiple recreation activities for all age groups. The funds allocated in this article would be used to replace the wood chips in the playground area with a rubber surface that will provide ADA compliant accessibility and reduce annual maintenance costs. The Eastham Recreation Commission has endorsed the proposal.

Nauset Lighthouse Preservation

Amount:  $180,000.00

Category:  Historic Preservation

The Nauset Lighthouse was built in Chatham, MA in 1877 and moved to Eastham in 1923. It is owned by the National Park Service but operated and maintained by the non-profit Nauset Light Preservation Society (NLPS). There is no government funding for the Lighthouse and all associated expenses are generated through donations and society membership fees. This article will provide funding to NLPS’s preservation effort to paint the exterior of the lighthouse and make necessary repairs to preserve the structural and historic integrity of the lighthouse.

Sandy Meadows Interpretive Program

Amount:  $7,130.00

Category:  Active Recreation

The 47-acre Sandy Meadow Conservation Area contains significant amounts of rare plant communities. The Massachusetts Natural Heritage Program has identified Sandy Meadows as “core habitat” critical to the long-term survival of rare species of conservation concern. This article will preserve and protect this land while also increasing its recreational value through the creation and placement of trail maps, brochures, and interpretive signs along the trails. Information and materials will also be available at other locations around town and linked to the Town website.   

Open Space Land Stewardship Program

Amount:  $5,550.00

Category:  Open Space

The 5.76-acre Higgins Property located off Nauset Road was purchased for open space in 2019. The property is located within the Massachusetts Natural Heritage and Endangered Species Program Priority Habitat and Estimated Habitat for Rare Wildlife. The site is also located within the Water Resource Protection District. The site provides wildlife habitat and passive recreation opportunities with hiking trails that connect to adjacent town owned properties and the National Seashore. The pilot project will entail recruiting volunteers to visit the property regularly to report on conditions including trail conditions, debris, invasive species, wildlife, and plant sightings via web-based application that will be developed as part of this pilot program funding.

Eastham Public Library

Amount:  $16,000.00

Category:  Historic Preservation

The Eastham Public Library has developed a project to secure preservation materials to help ensure the longevity of historical records. The library plans to make a bulk purchase of preservation supplies for use by the institutions entrusted with the stewardship of Eastham’s ancient and vital records. Among the institutions are the Eastham Public Library, Eastham Town Hall, Eastham Historical Society and the Federated Church of Orleans. The records maintained by each institution are intrinsically valuable to the cultural heritage of the greater Eastham community. The preservation of these records will prove particularly useful to the upcoming Eastham 400 celebration.

United Methodist Church Restroom Facilities Renovation

Amount:  $20,000.00

Category:  Historic Preservation

This will provide funds to repair and rehabilitate the exterior of the Town Hall. The project includes repairs to the roof, trim, gutters, brick repointing and associated work necessary to preserve the exterior of the building. The Town Hall is listed on the Massachusetts Register of Historic Places. The structure is also located within the Eastham Center Historic District, which was designated as a National Historic District in 1999.

Wiley Park Playground Improvements (Phase 2)

Amount:  $375,000.00

Category:  Active Recreation

Phase 2 will include renovation of the existing playground, a new picnic area and improvements to the site for compliance with ADA access standards. The goal of the overall project is to maximize the use of the available recreation areas by designing context sensitive amenities that complement the surrounding area and that meet the evolving needs of the community.

Historic Properties Survey

Amount: $30,000

Category: Historic Preservation

For the purpose of conducting a survey to identify, describe, and preserve significant historic buildings, structures, archeological sites and landscapes within the Town of Eastham. The survey will be conducted by professional consultants and overseen by the Eastham Historical Commission. Eastham's historic structures are an important component of the character of the community. Cataloging these properties is necessary in order to protect their status for possible inclusion in the Massachusetts Historical Commission and the National Register of Historic Places.

Higgins Parcel Land Acquisition

Amount: $120,000

Category: Open Space

To purchase a parcel of land containing ~5.76 acres located at 0 Nauset Road for conservation and groundwater protection purposes requiring a perpetual conservation restriction on the property. This parcel has a high natural resource value, with undisturbed native forest and ground cover. The property is entirely within the Massachusetts Natural Heritage and Endangered Species Program Priority Habitat for rare species and estimated habitat for rare wildlife. The property is also located within the Water Resource Protection District and is adjacent to the Town's water supply well and storage tower. The property provides critical wildlife habitat and also provides passive recreation opportunities to residents with hiking trails that connect to adjacent town-owned properties and to the National Seashore. Acquiring this property would protect drinking water quality, preserve natural habitat and allow low-impact public use of the property to continue.

Open Space Monitoring

Amount: $6,000

Category: Open Space

The Eastham Conservation Foundation (ECF) has been asked on behalf of the Town to take on the role of "Steward" for 13 town-owned parcels totaling nearly 30 acres to make them more functional for their intended uses. Such stewardship of open space properties ensures that the property is appropriately protected from detrimental impacts and that the natural and beneficial functions of the wildlife habitat as well as the passive recreation benefits to the public are maintained. Funds shall be used to pay for expenses associated with monitoring the properties and enforcement of conservation restrictions.

Minister/Schoolhouse Pond Preservation

Amount: $135,000

Category: Open Space

Funding requested by the Eastham Water Management Committee to restore the water quality to Minister/Schoolhouse Ponds using a combination of environmentally appropriate treatments (aeration and alum). Treatment is intended to prevent irreversible damage to the pond's natural systems and to ensure the pond continues to serve as a public resource for fishing, swimming and non-motorized boating as well as a habitat for native plants and animals.

Wiley Park Renovation Phase 1

Amount: $22,000

Category: Active Recreation

The Eastham Recreation Commission would like to develop a plan for restoration and rehabilitation and/or to expand the recreational facilities at Wiley Park. Phase 1 of the renovation will include an existing conditions survey, site assessments and preliminary designs for recreation areas and equipment. The goal of the overall project is to maximize the use of the available recreation areas by designing context-sensitive amenities that complement the surrounding area and that meet the evolving needs of the community.

Mobi-Mats

Amount: $20,000

Category: Active Recreation

Funding will be used to purchase beach access mats a.k.a. "Mobi- Mats" for use at public beaches throughout the town. This equipment will provide safe and easy access to public beaches for all users including individuals with disabilities. Making the Town's public beaches ADA accessible is an ongoing goal of the Eastham Recreation Commission and the Eastham Recreation Department.

The Cape Housing Institute is part of the Cape Community Housing Partnership run collaboratively by the Community Development Partnership and the Housing Assistance Corporation.

Campbell-Purcell Community Housing Development Phase 2

Amount: $450,000

Category: Community Housing

The proposed 'Campbell-Purcell Community Housing Development' at 140 Brackett Road will create 65 rental units at a variety of affordability brackets. The units created by this development will provide a much needed supply of affordable housing to the community. The development has received a Comprehensive Permit from the Eastham Zoning Board of Appeals and has received funding from the Massachusetts Department of Housing and Community Development. The Campbell-Purcell project came about as a result of a Town of Eastham initiative to generate affordable housing.

Eastham Windmill Repairs

Amount: $60,000

Category: Historic Preservation

Funding to make necessary repairs to the Eastham Windmill. The Windmill was built in approximately 1680 and has been at its present location for 200 years. It is one of the most significant landmarks in the community and is a proud symbol of Eastham's history and heritage. The repairs will help preserve a vital town asset that contributes to the character of the community and is a major tourist attraction that draws visitors to Eastham which in turn helps support the local economy.

Chapel in the Pines Phase 2

Amount: $99,000

Category: Historic Preservation

Funding request from the Nauset Fellowship to continue the restoration and preservation of the historic structure located on the property at 220 Samoset Road known as the Chapel in the Pines, one of the oldest and most historic properties in Eastham. The Chapel in the Pines is listed for eligibility on the National Register of Historic Places. The project is intended to restore and maintain the historic appearance of the Chapel and will require a historic preservation restriction on the property. The project will also improve handicapped access, ensuring that the facility is fully accessible for all members of the community.

Ranlett Tool Museum

Amount: $40,000

Category: Historic Preservation

Funding for necessary repairs to preserve a structure known as the Ranlett Tool Museum on its property at 2375 State Highway. The museum houses a collection of historically significant artifacts. The building is constructed in the manner of early American farm barns and is part of the Swift-Daley historical complex which provides valuable insight to life in Eastham's past.

390 Locust Road Land Acquisition

Amount: $250,000

Category: Open Space

To purchase a parcel of land containing ~1.623 acres located at 390 Locust Road for conservation purposes requiring a perpetual conservation restriction on the property. The parcel has a high natural resource value with vegetation consisting of mature native forest and portions of two vernal pools and their adjacent uplands. The parcel is identified by the MA Natural Heritage and Endangered Species Program as necessary to protect rare wildlife species and their habitats. It also directly abuts an existing 8.9-acre parcel of Town-owned open space and the bike path corridor. Its purchase would make the scenic and conservation value of them all collectively greater. Purchasing this parcel for conservation purposes will help protect wildlife habitat, groundwater resources and the bike path experience.

Field of Dreams Phase 2

Amount: $71,000

Funding to be used to construct new storage sheds, install accessible dugouts for the baseball/softball fields, repair the irrigation system, and install new fencing and landscaping at the Field of Dreams located at the rear of Town Hall. The Field of Dreams is the Town's primary recreation facility. It provides multiple recreation activities for all age groups.

Campbell-Purcell Community Housing Development Phase 1

Amount: $300,000

To assist in funding the construction of the 'Campbell-Purcell Community Housing Development' at 140 Brackett Road. The production goals of 2016 Eastham Housing Production Plan over five years include the creation of 242 affordable units and 130 workforce units or other units that are not eligible for inclusion in the State's Subsidized Housing Inventory (SHI) but still serve local housing needs, and 392 total housing units. The proposed 'Campbell-Purcell Community Housing Development' will create 65 rental units at a variety of affordability brackets.

Cape Cod Village Housing for Adults with Autism

Amount: $100,000

Category: Community Housing

To assist in funding the construction of an affordable housing facility that will provide permanent housing to adults with autism to be located in the town of Orleans. Cape Cod Village Inc. proposes to construct a safe, permanent housing option based on a model that will be replicable in other areas. The facility will provide housing for 15 autistic adults who require assistance with daily living activities with 24/7/365 day staffing. The homes will have extensive handicap accessibility to provide for aging in place.

Cape Cod Children's Place Playground

Amount: $11,500

As a result of an expansion and renovation project at the Cape Cod Children's Place, the previous playground area was demolished to allow for a needed expansion to the parking area. The requested funding will be used for the construction of a new playground at their facility located at 10 Ballwic Avenue.
